This includes promoting the release of standards for remote services and management of electric vehicles (EVs), implementing safety requirements for power batteries, advancing the review and approval of safety standards for EVs, conducting pre-research on mandatory national standards for safety requirements of fuel cell electric vehicles and the recycling and utilization of power batteries, and continuously improving the safety standards of EVs. Efforts will also be made to advance the review and approval of standards for power battery durability, thermal management systems, etc., accelerate the development of standards for all-solid-state batteries, in-service testing of power batteries, and identification labels for power batteries, and continuously optimize the performance requirements for power batteries. The formulation of standards for efficiency test methods for drive motor systems will be accelerated, pre-research on standards for distributed drive motor systems, hybrid power systems, and onboard hydrogen systems will be conducted, and the quality requirements for key system components will be strengthened. The release and implementation of standards for the safety requirements of battery swapping for commercial vehicles will be promoted, the formulation of standards for charging performance, chassis battery swapping, and battery swapping compatibility testing will be accelerated, pre-research on megawatt-level charging standards for commercial vehicles will be conducted, and the convenience of EV use will be enhanced.
[Inner Mongolia: The Autonomous Region Provides NEV Purchase Subsidies at a 1:0.5 Ratio in Line with National Subsidy Standards]The "Administrative Measures for Special Funds for the Promotion and Application of New Energy Vehicles in the Inner Mongolia Autonomous Region" was released on April 28. It proposes that the autonomous region (the sum of subsidies from the autonomous region's finance and the finance of leagues and cities) will provide NEV purchase subsidies at a 1:0.5 ratio in line with the national subsidy standards for NEVs during the same period. The subsidy portion from the autonomous region will be shared equally by the autonomous region's finance and the finance of leagues and cities, with the total fiscal subsidies from the national, autonomous region, and league/city levels not exceeding 60% of the vehicle's selling price. The special funds will only subsidize NEVs purchased before the end of 2022, and the subsidy requirements will be implemented in accordance with the relevant provisions of the "Notice on the Fiscal Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022" (CJ [2021] No. 466) issued by the Ministry of Finance and other four ministries and commissions.
